India is fairly a safe country to travel in however like any other place you should take basic precautions. If you have less time preferred mode of transport should be flights as far as possible. Train travel has its own advantage if you wish to travel the length and breadth of India and dive deep into its cultural roots. Within the cities and for hill stations booking a cab/taxi makes sense.
India is huge and there is a region for every season. Also, depends on what you would like to experience. Primarily Mid Sept till April is a good time. High season being October to December in most places. July- August is the monsoon season.
To enter India you need a valid passport and an onward/return ticket, and a visa. Note that your passport needs to be valid for at least 180 days after your entry into India, and should have at least two blank pages.
